A step in the right direction, or no?
They must be anticipating a time in the future, when the satellite grid is compromised and this would allow them the ability to speak to their military and process commands, like a built in walkie-talkie. We already do that but we rely on factors that could be compromised. I doubt at that point that the target populations would be in any shape to resist.
