A woman in Texas has launched a lawsuit after she was arrested following a Facebook post claiming people in her town had been hospitalized due to contamination of the city’s municipal water supplies.
Texas resident Jennifer Combs’ arrest followed an investigatory Facebook post where she asked citizens to send information to her “Southern Belle Watch” account regarding discolored or foul-smelling water, noting the water contained bacteria and was a “public health concern.”
“We have received reports that some citizens have been hospitalized due to bacteria in the water. This is a serious public health concern that deserves immediate attention. If your water looks discolored, contains sediment, has a strong odor, or you have experienced related health issues, please send us a message. We are gathering information and reporting findings to the state,” Combs’ post stated.
Trinidad police responded with an April 6 Facebook message claiming there had been no official reports of people getting sick from drinking the water, and condemned Combs’ post for supposedly spreading false information.
“We take public health concerns seriously; however, spreading unverified or false information that creates fear, panic, or unnecessary emergency response within a community is also a serious matter,” Trinidad PD wrote.
“Additionally, when such false reports involve public services—such as a municipal water system—the offense may be elevated to a state jail felony,” they added.
In the same post, police went on to acknowledge, however, that many in the town were experiencing “discolored water.”
“The discoloration some residents may be seeing has been explained by the Water Department and is commonly caused by sediment, rust, or minerals being disturbed within older water lines, particularly during maintenance or changes in water flow. This process is part of ongoing efforts to improve the system,” wrote Trinidad PD.
Indeed, photos obtained by Fox 4 from town residents show indoor faucets pumping brown water into sinks and bath tubs.
The city also issued a boil water notice on April 21, just weeks after Combs’ problematic post.
Combs was arrested on May 8 and charged with felony false alarm or report, labeling the arrest “political retaliation.”
Speaking to Fox 4 News, Combs characterized her one night in jail as “horrifying,” saying, “It was probably one of the most humiliating things I’ve ever gone through in my entire life. It was very, very bad.”
“I feel like this is an extreme stretch,” she said, noting that people have reported “their appliances are getting ruined, they can’t cook with the water, they can’t bathe with it, they can’t do laundry.”
She added that people in Trinidad PD’s own Facebook comments were complaining of being hospitalized.
“A lot of them feel hushed, and like they don’t have a voice and no one listens to them and no one takes them seriously,” she said.
Combs’ arrest was reportedly highlighted at a Trinidad city council meeting this week, where one resident told council members, “The reason why everyone is here and the reason why FOX 4 is here, is because your city is acting like tyrants.”
A lawyer representing Combs in her federal lawsuit against the city called her arrest “a cautionary tale of what happens when unchecked ego masquerades as governance.”
“At the center of this ongoing constitutional crisis is the case of Jennifer Combs, whose unlawful treatment by city officials exposed a pattern of corruption, retaliation, and abuse of power that has infected the entire municipal apparatus,” Combs’ lawyer CJ Grisham wrote in a statement to Fox 4.
“Rather than course-correct, city leadership has chosen to double down on its misconduct by engaging in an escalating campaign of retaliatory firings, punishing employees whose only offense was bearing witness to the truth or refusing to participate in the cover-up.”

The Water Department stated the discoloration is commonly caused by sediment, rust as and minerals. The question remains, what exact matter is in the water and is it unsafe, unhealthy, dangerous for the residents to drink, cook with and bathe in.
