Federal authorities are urging officials in a Wisconsin sanctuary county to not release an illegal alien accused of sexually assaulting disabled victims at an assisted living center where he was working.
On April 29, Julio Cesar Morales Jarquin was charged with two counts of second-degree sexual assault of an elderly victim by an employee at a treatment facility.
Morales Jarquin, 23, was arrested last month following several disturbing incidents that unfolded at Dimensions Living in Fitchburg, a city in Dane County.
A facility administrator launched an internal investigation after the daughter of a female patient over the age of 60 reported that Morales Jarquin had engaged in sexual intercourse with her mother, according to a criminal complaint reviewed by WMTV.
The victim reportedly stated that she gave in to Morales Jarquin after repeated requests, but that the encounter had not been fully consensual.
Another resident told authorities Morales Jarquin had tried to kiss and touch her inappropriately but she ordered him to stop and he complied.
In late 2025, a co-worker said she observed strange behavior from Morales Jarquin, and one night after he had disappeared for a significant amount of time, he was seen exiting a patient’s bathroom with his pants down while the disabled woman lay completely naked on her bed.
Morales Jarquin reportedly claimed he had been getting the patient dressed when asked why she was not wearing any clothing.
“The complaint went on to say that it was nighttime and the patient did not need to be woken up and dressed at that time. The worker reported this to the former manager, but alleged the manager swept the situation ‘under the rug,'” WMTV reports.
“The administrator said the patient was in the last stages of dementia and had a severe cognitive decline, the complaint stated.”
Morales Jarquin was unleashed into the U.S. in 2023 by the Biden regime under the CHNV ‘humanitarian parole program’ made available to citizens of Nicaragua, the Department of Homeland Security (DHS) announced in a press release this week.
However, the Trump administration terminated CHNV in April 2025 and Morales Jarquin remained illegally in the U.S. since then.
Immigration and Customs Enforcement has lodged a detainer against the Nicaraguan, but it is unclear if it will be honored by Dane County officials.
“This illegal alien is charged with two counts of sexual assault of an elderly victim at an assisted living facility,” said DHS Acting Assistant Secretary Lauren Bis.
“This dirtbag was released into the country by the Biden Administration. DHS is calling on sanctuary politicians in Dane County, Wisconsin to NOT release this criminal from jail back onto the streets to commit more crimes. We need Wisconsin sanctuary politicians to cooperate with us to remove criminals from our country.”

I’m a nurse. All CNAs (Certified Nursing Assistants,) must have a thorough background check. Obviously they did not do ne or ignored the results they got back. There are multiple felonies committed by the manager and the facility for even hiring this demon. He deserves to die a torturous death. Once again the left allows turd world animals to assault the most vulnerable of our society. Hey, deluded Whites. Don’t let non Whites care for your parents. Move them if necessary.
