Russian Foreign Minister Sergey Lavrov said that the United States is directly involved in the recent Ukrainian strikes against targets within Russia.
“The Americans, through arms supplies paid for by the European Union, the provision of intelligence, the Starlink system and much more, are not simply helping, but are directly participating in guiding Ukrainian weapons toward targets, including civilian targets, on Russian territory,” Lavrov said Wednesday.
While this relationship has been ongoing since the war began, Moscow’s public acknowledgment of it on Wednesday indicates the Kremlin may be signaling that it now views the U.S. as an enemy combatant in the war.
Moscow updated its nuclear doctrine in November 2024, when the Biden administration was allowing Ukraine to attack deep into Russia with long-range U.S. missiles. Those missiles were nuclear-capable, but had conventional warheads on them.
The revised doctrine allows Russia to launch a first-strike nuclear attack against nations which are party to conventional attacks against it.
With Moscow now acknowledging Washington as an active participant in the attacks against it, the Kremlin is effectively saying that the U.S. may be a valid target in a preemptive nuclear attack.
On Wednesday Lavrov also said Russia has no intention of attacking Europe, although he warned that if Western nations decide to gather “under the familiar banners and try to attack us, it will no longer be a conventional war.”
Despite the severity of Lavrov’s statements, RT reported that Russia is still interested in a diplomatic settlement to the conflict:
[Lavrov] said Moscow remained committed to the understandings reached by Russian President Vladimir Putin and US President Donald Trump during their meeting in Anchorage last year.
Lavrov recalled that Putin had accepted compromise proposals put forward by Washington, while Trump publicly backed negotiating a long-term peace agreement rather than a temporary ceasefire.
Russia continues to regard those understandings as valid because the US has not formally rejected its own proposals, Lavrov said, adding that he intends to seek clarification on Washington’s current position during an upcoming meeting with US Secretary of State Marco Rubio.

Ukrainian drones have again struck two logistics centers operated by Russian online retailer Wildberries, this time in southern Russia, leaving one employee dead and multiple others injured, according to the regional authorities. A separate attack on an oil depot in Armavir killed another worker and sparked a major fire.
Wildberries, often called the Russian version of Amazon, is one of the country’s most popular online retailers. Its founder Tatyana Kim confirmed on Wednesday that the company’s facilities in Krasnodar and Nevinnomyssk in Stavropol Region had been targeted overnight. Both complexes were evacuated and their operations suspended while emergency crews worked at the sites.
